the fiscal's office's resolution was that i can file a case against my respodent, but i didn't pursue the case cause of personal reasons. i just ignored it and never did any steps to make it formal and legal. but then, months later, the respondent received a warrant of arrest and just bailed so he wont get arrested. how could it be when i didn't pursue and filed the case?

In a criminal case, the victim is reduced to a mere witness because crimes are regarded as transgressions against the society. Therefore, if the crime does is not a private crime, anyone can file and if prosecutor finds probable cause, the case may prosper with or without the participation on the actual victim.
