Anybody here who knows legal aspects involved with land use conversion? how do we convert condominium project into subdivision project?

If my memory serves me right, private individuals cannot convert the land use. Basing on your question alone, I think the land you are currently construction on is of residential purpose. Condominiums and subdivisions are both for residence so I think you don't need to change the land use but only the building permit.
