for pass time me and my siblings often play tong-its inside our gate but outside our house. are we doing illegal gambling if our bets are just a peso to 3pesos? our neighbors got caught by cops and asking for P1,000 for them not to get in jail. what is their case in the first place? and is it really gambling?

I think this can be considered as a parlor game because the people are not habitually engaged in gambling.

According to Title 6, of the RPC "...However parlor games are exempted such as those during wakes , unless it clearly appears that the wake is unnecessarily prolonged as to be a cover excuse to conduct illegal gambling..."

I think it is evident that the policeman is just asking for "pang-kape".
