Since preventive suspension does not terminate employment, and usually does not extend for more than 30 days, submission of a resignation letter will actually depend on its effectivity. Upon its effectivity and you were reinstated to your position, you will be resigned after its effectivity if it is accepted. If it is accepted and the effectivity is within the preventive suspension period, you may not assume office anymore. My opinion.
