An Electoral Tribunal is sole Judge of all the contests relating to election, returns and qualifications of Senators (SET) and Congressmen (HRET).

Art 6, Sec 17 stipulates its composition of 3 SC Justices and 6 members of each house based from party affiliation and number of party members.
