Is the President of the Philippines allowed to solemnize marriage?

No. Art 7 of Family Code enumerates the ffg:
1. Judges
2. Priest, rabbi and the likes
3. Ship or airline captains
4. Military Commander
5. consul-General, Consul or Vice-Consul

RA 7160 or the Local Government Code allows the Mayor also.
