FACTS:

Petitioners  claim  the  right  to  remain  in  and  conduct  business  in  the  area (talipapa)  by  virtue  of  a  previous  authorization  granted  to  them  by  the municipal government.   The respondents denied this and alleged that the demolitions of the stalls were not illegal.   
 

HELD:

A  public  plaza  is  beyond  the  commerce  of  man  and  so  cannot  be  the subject of lease or any other commercial undertaking.
