FACTS:

The  Dagupan  City  filed  a  case  against  petitioner  for  the  recovery  of ownership  and  possession  of  the  Dagupan  Waterworks  System.    MWSS contended that through a law, it was vested ownership over all waterworks systems.  
 

HELD:

Possessor   in   bad   faith   is   not   entitled   to   the   removal   of   useful improvements.
